Green Arrow is often considered to be one of the worst silver characters with the third-lowest damage stat among silvers and a barely noticeable passive. However, he does have his merits during the later portions of a match where he can raise a storm with his Hurricane Bow or FREEZE opponents for some high damage finishers.
Strategy
Green Arrow Prime reflects back some of the damages dealt from Flash.
Bow Blade doesn't deal damage according to damage taken, but rather a fixed, and very low, damage according to Green Arrow's stats.
Green Arrow is capable of freezing your opponent so you can call in another teammate to get a free special attack on them. It is quite slow however, and does half the normal damage.
Green Arrow shines more during the late game as the damage from his passive will have more of an impact and he'll more than likely have his Hurricane Bow ready to finish off weakened opponents.

Please note that battles are highly situational: this section only mentions cards that have mechanics that, for any reason, are particularly effective with/against, or particularly ineffective against Green Arrow. Having a card that "counters" Green Arrow does not mean it is always a good choice.

- Green Lantern/Regime: His power gen boost makes it easier for Green Arrow to achieve his powerful SP2.
Good Against
- Batman/Beyond & Green Lantern/Red Son: Green Arrow's Freeze Arrow ignores STUN immunity which Green Arrow can use to set himself or a teammate up for an unblocked special attack.

- He can knock out a character with his passive only if they use their basic attacks on him and their health is low enough, similar to Black Adam/Regime andSuperman/Godfall, as they reflect back the damage taken.
