Green Arrow is often considered to be one of the worst silver characters with the third-lowest damage stat among silvers and a barely noticeable passive.

Passive[]
Bow Blade doesn't deal damage according to damage taken, but rather a fixed 0.4% of his damage stat per hit, resulting in very low damage.
Green Arrow is capable of freezing your opponent so that you can call in another teammate to get a free special attack on them. It is quite slow however, and does half the normal damage.
With the introduction of Nekron's Scythe, Green Arrow has the potential to set up massive damage with a successful FREEZE. However, Nekron's Scythe only boosts damage against frozen enemies for the first hit, which means his s2 is ill-suited for it as only the first hit is boosted. While the Cloak of Destiny boosts the whole basic combo or special, it only works on stun - and among silver characters, only Cyborg/Regime has an s1 stun, and it is extremely slow.
For maximum damage after Green Arrow's freeze, the following silver characters have a 1-hit special 2 and can deal massive damage when equipped with Nekron's Scythe:

Please note that battles are highly situational: this section only mentions cards that have mechanics that, for any reason, are particularly effective with/against, or particularly ineffective against Green Arrow. Having a card that "counters" Green Arrow does not mean it is always a good choice.
Good With[]
- Green Lantern/Regime: His power gen boost makes it easier for Green Arrow to achieve his powerful SP2.
- The Flash/Regime: His speed boost complements Green Arrow's already fast and agile basic attacks.
- Lex Luthor/Insurgency: His health boost will add to Green Arrow's already significant health.
- Nightwing/Regime: Nightwing's passive allows him to tank well and he has a strong power drain. This could buy time for Green Arrow to build his SP2 for a mid to late game strike.
- Harley Quinn/Insurgency: Between her passive and her Bag-o-Tricks, she can boost Green Arrow's damage and add to his endurance via her healing.
- Black Adam/Prime, Black Adam/Regime, Superman/Godfall, Aquaman/Flashpoint, Scorpion/Klassic: They could form a team revolved around aggressors damaging themselves with their own attacks.
Good Against[]
- Batman/Beyond, and Green Lantern/Red Son: Green Arrow's Freeze Arrow ignores STUN immunity which Green Arrow can use to set himself or a teammate up for an unblocked special attack.
- Doomsday/Containment: Green Arrow's powerful, multi-hit SP2 could blow through Doomsday's resurrections, potentially KO'ing him or setting him up for a KO.

- Wonder Woman/Regime: Wonder Woman benefits from multiple hit specials as it helps her generate power.
