Passive[]
Catwoman is one of the weaker Silver cards, although she has the unique ability to deal 50% extra basic attack damage against opponents who are suffering from damage-over-time, such as burn, poison, mental damage or bleed. This effect does not stack with itself (i.e. even with 2 DoTs on the opponent, she only gets +50% basic damage, not +100%).
In the case of bleed, this will stack with the bleed's universal 20% per stack bonus damage (stacks additively with itself, multiplicatively with other sources; e.g. if Catwoman uses Cat Claws once, her basic attacks on the bleeding opponent would deal +80% [1.2*1.5=1.8] damage, after using Cat Claws twice, it is +110% [1.4*1.5=2.1], and so on).
The Ibistick is very effective on her as the burning damage will also be amplified by her bleed DoTs. There are no other silver cards known to trigger gear DoT more than once on their special 1, and Catwoman is the only one with a bleed to get an extra +20% damage. The Comically Long Pistol (offensive)/Supercharged Green Power Ring (defensive) is a great choice along with it, as they offer disable special on s1 - which is very useful as it hits many times, which means it will give the opponent plenty of power to retaliate, which disable special counters, and since it hits many times, it has a high chance of triggering the special disable.

Please note that battles are highly situational: this section only mentions cards that have mechanics that, for any reason, are particularly effective with/against, or particularly ineffective against Catwoman. Having a card that "counters" Catwoman does not mean it is always a good choice.

- The Joker/Batman Who Laughs: Every time she enters the field automatically the opponent will already be bleeding, bringing terrible suffering to the opponent.

- Nightwing/Regime: His 50% basic attack reduction would nullify much of her passive advantage, although the debuff on her bleed would still fully increase his other damage taken until the DOT is rinsed off. If he has 1 bleed, he takes approximately 105% damage from Catwoman's basic attacks (instead of the normal 180% against other opponents, or 50% damage on normal basics against Nightwing); with 2 bleeds, he takes 135% damage (instead of 210%). The bleed damage modifier is added to the 50% reduced damage before Catwoman's passive advantage is taken into account. For example, with 2 bleeds, the damage output would be calculated as [(0.5 + 0.2 * 2) * 1.5 = 1.35] damage.
